Origin Certificates

With the purpose of facilitating export procedures, the Ministry of Foreign Trade transferred to PROCOMER the origin certification procedures, within the framework of treaties or agreements that must have the endorsement of a competent certifying authority.

To fulfill this function, PROCOMER established the Origin Unit, created by means of the Regulation for the issuance of certificates of origin and verification of origin of exported goods (Decree No. 36651-COMEX of June 1, 2011, published in the Official Gazette The Gazette No. 136 on July 14, 2011).

The Origin Unit, attached to the Single Window for Foreign Trade, is in charge of verifying and certifying the origin of the goods, within the framework of the commercial instruments that establish the figure of controlled certification.

This agency certifies the origin of the goods exported under the Generalized Systems of Preferences (GSP) with Australia, Belarus, Japan, New Zealand, Russia and Turkey. Likewise, it verifies and certifies the origin in the framework of the Partial Scope Agreement with the Bolivarian Republic of Venezuela and the trade agreements signed with the European Free Trade Association (EFTA), Caribbean Community (CARICOM), Republic of Colombia, Republic from Peru, the People's Republic of China and the European Union.
