PROCOMER presents an analysis on the situation of the Caribbean region to attract FDI.

  • Connectivity with international ports positions it as a strategic point for foreign trade.

Limón, January 31, 2025. This morning, the Costa Rican Foreign Trade Promoter (PROCOMER) presented the study “Characterization of Costa Rica’s Regions: Caribbean Regional Profile,” to key actors in the economic and social development of the cantons of Limón, Pococí, Siquirres, Guácimo, Matina, and Talamanca. Also participating was ArcelorMittal, as a success story of foreign investment companies established in the region.
The analysis covers socioeconomic, labor, productive, and infrastructure aspects, including an assessment of the incentives available to attract investments outside of the Greater Metropolitan Area (GAM). Connectivity with international ports positions the region as a crucial point for foreign trade, reinforcing its role in Costa Rica’s trade strategy.

Laura López, General Manager of PROCOMER, stated that “The Caribbean Regional Profile reflects our intention to bring inclusive and sustainable development to every corner of the country. This analysis allows us to identify the potential and challenges so that, by coordinating with local actors, we can propose concrete actions to strengthen the region’s capabilities and create an ecosystem attractive to multinational companies. At PROCOMER, we continue working to create more opportunities through the attraction of Foreign Direct Investment (FDI).”

This region has strengths such as vast biodiversity, the tourism potential of protected areas like Tortuguero National Park, and privileged access to international ports, which facilitate foreign trade in the area and the country in general. However, it faces significant challenges in infrastructure, human development, and public management. These challenges are added to other areas for improvement such as human capital development, road connectivity, and the modernization of municipal processes.

According to the study, sectors such as agroindustry, light manufacturing, and logistics have potential to attract foreign investment in the Huetar Caribe region.

To capitalize on these opportunities, the regional profile indicates that continuous dialogue between the public and private sectors should be promoted to leverage strengths and overcome the region’s challenges.

With this presentation, PROCOMER aims to coordinate efforts between the public sector, academia, and private companies to promote the development of Costa Rica’s Caribbean. This profile will serve as a strategic tool to attract investments that contribute to the region’s economic and social growth, aligning with the objectives of economic diversification and competitiveness.
