PROCOMER’s strategy for Costa Rican human talent promotes business growth and foreign investment through prospecting studies and training programs. In alliance with training centers and public and private organizations, it trains professionals to meet business demand and link them with job opportunities, thus promoting economic development.
This strategy is based on four work areas: prospecting and demand, training offer, attention to the
needs of foreign trade companies, and inter-institutional cooperation.
Prospection and analysis studies at the national and global level to anticipate
labor market needs and identify the competencies and skills required in the future.
Incentives for the training of human talent to enable companies in the foreign trade
sector to be better prepared to face the challenges of the domestic and international
markets and ensure their long-term competitiveness.
We join the national employability strategy. We provide job seekers with activities,
development tools, accompaniment, which facilitates the
connection with employer companies.

The strategy was organized in four phases: diagnosis, definition of interventions, creation of the action plan,
and its approval by the Employment Council and the Technical Secretariat of the National Employment
System. The ENETH-CR encompasses six intervention pillars that seek to improve employability, with clear
actions, goals, and indicators for its implementation until 2027.
